Course Description
This 7-hour course provides a comprehensive understanding of bias in both historical and modern real property practices. You will gain knowledge of federal fair housing and antidiscrimination laws and legal concepts like disparate treatment and disparate impact. This course also explores various forms of bias and equips appraisers with best practices for identifying and mitigating bias in the valuation process.
Course Objectives
- Provide a comprehensive understanding of real estate bias in historical and contemporary contexts
- Explore the historical role of the key players in real estate
- Examine the economic consequences of property disparities for protected classes
- Understand federal fair housing and antidiscrimination laws
- Understand the Civil Rights Act of 1866 and the Fair Housing Act, and the Equal Credit Opportunity Act
- Understand the legal concepts of disparate treatment and disparate impact
- Examine the different forms of bias
- Explore best practices for identifying and mitigating bias

Accessing eMaterials
eMaterials are provided electronically in PDF format and posted to the class within the education dashboard for all registrants to securely access prior to the start of class. Attendees should come to the class prepared with an electronic or printed copy of all eMaterials to use as a refence during class. PDF course materials are presented in color, are bookmarked, and comment enabled. Lisa Meinczinger, ASA

Advance Appraiser Service
Lisa Meinczinger is a highly experienced residential appraiser with over 27 years of expertise in researching, analyzing, and reporting market data across urban, suburban, and rural real estate markets. She is the owner of Advance Appraiser Service, based in Indianapolis, Indiana, where she has provided comprehensive appraisal services since 2011. Her scope of work includes traditional appraisals, appraisal and forensic reviews, hybrid and desktop products, and relocation assignments. She specializes in complex residential properties, litigation support, and high-performance (green/energy-efficient) homes. She is FHA-approved and has supplemental commercial experience under mentorship.
She holds multiple prestigious professional designations, including the SRA and AI-RRS from the Appraisal Institute, the ASA from the American Society of Appraisers, and the CRP from Worldwide ERC. She also holds the CDEI designation from the International Distance Education Certification Center and the RAA and GREEN designations from the National Association of Realtors. She maintains her credentials through regular renewals and continuing education.
An active leader in the appraisal profession, she serves as the Vice Chair of the Appraisal Institute’s National Board of Directors (2025–2027) and Vice President of the Hoosier State Chapter. She previously served as Trustee for the Appraisal Institute Insurance Trust, Region V Education Liaison, and as a board member in both Indiana and Ohio chapters. She has been deeply involved in the Leadership Development and Advisory Council (LDAC), including as a discussion leader, and chaired the Candidate Guidance Committee from 2020 to 2024. She is the 2024–2025 President of Relocation Appraisers and Consultants (RAC), having previously served as Vice President and Board Member. She also represents RAC on The Appraisal Foundation Advisory Council (TAFAC), where she is serving as Vice Chair in 2025 after holding the Secretary role in 2024.
