What is USPAP?

USPAP stands for "The Uniform Standards of Professional Appraisal Practice" and is published by The Appraisal Foundation (TAF) headquartered in Washington, DC. In 1989, Congress enacted the Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA), which authorized TAF as "THE" source of appraisal standards and appraiser qualifications. "USPAP is the generally recognized ethical and performance standards for the appraisal profession in the United States" and was adopted by Congress in 1989.  USPAP contains standards for all types of appraisal services, including real estate, personal property, business and mass appraisal. USPAP is updated every two years providing appraisers with the information they need to deliver unbiased and thoughtful opinions of value.

What is the 15-Hour USPAP Update Course for Personal Property?

This course is specific to users of USPAP Standards 7 and 8 (GJ, MTS and PP) and will meet current USPAP requirements established by the Appraisal Foundation.  The 15-hour PP USPAP is an all-encompassing course providing an in-depth knowledge of all areas within USPAP.  USPAP provides the Foundation for competent performance from which all appraisers should practice and this course reviews those Foundations in detail.  The course emphasizes the role of the appraiser and the impartiality associated with this role. Using lecture, discussion and real world examples, the course demonstrates how USPAP applies to situations that personal property appraisers encounter in their everyday practice.

Who should attend?

This is the USPAP course developed specifically for users of Standards 7 and 8. This course will familiarize students with the recognized standards governing professional appraisals. This 15-hour USPAP for Personal Property course is approved by the Appraisal Standards Board of the Appraisal Foundation.

Important note: This course does not meet the Appraisal Foundation’s USPAP continuing education requirements for Real Property appraisers. This course will not be accepted by state real property licensing boards or for CE credit for state licensing of real property appraisers. This course may be used to meet qualifying USPAP requirements for beginning Real Property students who are seeking state certification, however, it is the responsibility of the student to verify acceptance of this course with his/her state prior to registering.

Course Objectives

Upon completion of this course, students should be able to:

• Prepare appraisals in full compliance with the current Uniform Standards of Professional Appraisal Practice;
• Utilize the new definitions in USPAP in appraisal preparation;
• Recognize how the changes in USPAP will affect appraisal reporting;
• and Identify many of the current problems faced by personal property appraisers and how to use USPAP to solve and/or better handle them.

Continuing Education (CE) Information

This class will award 15 CE hours.

USPAP Materials

The Appraisal Foundation has changed the way providers are allowed to distribute the USPAP course materials. You will now receive promo codes to purchase course materials, free of charge, from the Appraisal Foundation's online store.

Promo codes will be emailed to you the week before the class. Once promo codes have been distributed, you cannot cancel your class registration or transfer to a different USPAP class. The promo codes are for electronic copies only. The Appraisal Foundation does not provide promo codes for hard copies.

Exam Policies

Please note: these policies are for the USPAP exam only

1. If you're unable to attend the scheduled exam proctoring session, please email education@appraisers.org to make alternate exam arrangements. You must take the course exam within one month of the class end date.
2. You must get at least a 72% on the exam to pass. 
3. Results are given as pass/fail only. We cannot provide a copy of your graded exam or advise which questions you answered correctly or incorrectly.
4. If you do not pass the USPAP exam, an ASA staff member will contact you about your next steps, as well as provide a copy of your USPAP Strength and Weakness Report. This report is the only guidance we can provide about your exam.
5. You will have two additional opportunities to take the exam (three exams overall). You must retake the exam within one calendar year of the original exam.
6. If you do not pass after the third exam, you will need to retake the course.

Exam Procedures

1. ASA requires the use of a PC/Mac/laptop with webcam capabilities in order to take your online exam. Mobile devices are not acceptable.
2. The day of your exam, please login to your online exam session via the Zoom link/details within the Contents tab above. 
3. Your webcam must be on for the duration of the exam.
4. Your exam session will be monitored by an online proctor (either an ASA staff member or an instructor). This individual will provide you with their contact information should you need to reach them during the exam.
5. You will access your exam via the class page.
6. You may not reference any of the course materials or classroom notes, nor may you access any websites or any other resources during the exam.
7. Lastly, ASA has transitioned to online exams to accommodate the continuation of learning. In the unlikely event you run into any technical issues or you are inadvertently kicked out of the exam, we STRONGLY recommend you keep a written record of all your answers on a separate piece of paper as you take the exam. In case there is an unforeseen issue, you will have your answers at the ready to reload into the exam software or to send to ASA via email as backup.
