What is USPAP?

USPAP (The Uniform Standards of Professional Appraisal Practice) is promulgated by the Appraisal Foundation which is an independent non-profit trust headquartered in Washington, DC. The purpose of USPAP is to promote and maintain a high level of public trust in appraisal practice. The standards establish the requirements for ethical and competent performance by appraisers. USPAP applies to all areas of appraisal and appraisal review and is generally recognized the source of standards for appraisers in the United States. The standards have been authorized by congress in the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA). The Standards address all property types (real property, personal property, and business/intangible assets) and various assignment types including appraisal, appraisal review, and mass appraisal.

What is the 15-Hour National USPAP course?

The 15-Hour National USPAP Course focuses on the requirements for ethical behavior and competent performance by appraisers that are set forth in the Uniform Standards of Professional Appraisal Practice (USPAP). This course is unique in that it is developed by The Appraisal Foundation and is revised on a periodic basis to stay current with the latest edition of USPAP.

Who should attend?

This course is designed to aid prospective real property appraisers seeking competency in USPAP. 

Note: This course is not a substitute for the 7-Hour National USPAP Update Course that is required every two years for all state licensed and certified appraisers.

Barry Shea

Barry Shea, ASA, IFA, ARM has been appraising real property since 1987 and has held the IFA designation from the former NAIFA (now part of ASA) since 1997. In 2018, he was awarded the Accredited Senior Appraiser designation by the American Society of Appraisers (ASA) and in 2020, ASA awarded him the Appraisal Review and Management (ARM) designation. He has previously served as a Regional Governor for the New England states for NAIFA, president of NAIFA's New Hampshire Chapter and as a National Director. In addition, Shea is the past chair of the association’s Regulatory Issues Task Force. He was the NAIFA member representative to the Educational Council of Appraisal Foundation Sponsors (ECAFS) for 2001 through 2004. He served as the NAIFA representative to The Appraisal Foundation Advisory Council (TAFAC) from 2001 through 2008 and was the 2005 chair of that council. From 2009 through 2016 he served as a member of the Appraisal Standards Board of the Appraisal Foundation including three years as the Board’s chair. Currently, Shea serves as The Appraisal Foundation’s trustee for the International Ethics Standards Coalition (IESC) and is currently chair of the Coalition. Shea is also an affiliate member of the Lakes Region Board of REALTORS. He has also been an AQB Certified USPAP Instructor since 2002 and has served as an instructor for that program’s Instructor Certification Course several times since 2009. 

USPAP Exam Information

The 15-Hour National USPAP course has a required one-hour exam, which will be proctored at the end of the second day.

The exam has 50 questions and attendees must receive at least a 72% to pass. Results are given as pass/fail only. We cannot provide a copy of your graded exam or advise which questions you answered correctly or incorrectly.

If you do not pass the USPAP exam, you will have two additional opportunities to take the exam (three exams overall). If you do not pass after the third exam, you will need to retake the class. The current deadline to pass the USPAP exam is December 31, 2025.
